• The pet industry's challenge is not a shortage of data but the fragmentation of identity: clinical, insurance, shelter, registry and platform records are each valid, yet none confirm they refer to the same animal. • Manual reconciliation, weaker data confidence and limited automation recur in every workflow where identity stays uncertain. • Data interoperability moves the record; identity interoperability confirms the animal behind it. The microchip is necessary but not sufficient. • 1:1 verification confirms a claimed identity; 1:N identification searches an enrolled population. Different tasks, different metrics. • A performance claim is meaningful only when task, gallery size, threshold and capture conditions are disclosed — alongside data-handling and operational-ownership terms. • A biometric identity layer, added on top of existing databases and Pet IDs rather than replacing them, is a practical path for fragmented records to resolve back to a single animal.
